Paulsboro Refinery

Originally built in 1972, this facility has been owned and operated by William Packer as Seaview Oil Co. and CITGO Petroleum. The site was acquired by NuStar Energy in March 2008. On September 28, 2012, NuStar completed a transaction with Lindsay Goldberg, LLC, to create a joint venture, NuStar Asphalt LLC, which included the Paulsboro Refinery assets. With the total acquisition of the joint venture by Lindsay Goldberg LLC on February 26, 2014, the company changed its name to Axeon Specialty Products.

Started as a chemical storage facility, our first process unit was built in 1978 with an original design capacity of 44,000 barrels per day. Our second processing unit was built in 1980 with a capacity of 40,000 barrels per day. Our products include MDO, VGO, SRG and Asphalt and these products are distributed to customers via truck, rail and barge/ship. The facility is the largest for purpose producer of asphalt liquid binder on the east coast.

Paulsboro, NJ refinery has approximately 100 employees currently working at this site. As safety is a core value, our employees operate this facility with care and consideration for our community and our environment. In the past, the Paulsboro Refinery has earned meritorious and gold safety awards for safety, including the best OSHA recordable rate for a small refinery.A0 A0For the past three years, the employees achieved a record of zero recordable injuries. The facility which also won awards from CSX and Norfolk Southern for safe shipment of railcars, recently applied for acceptance into the OSHA Voluntary Protection Program.

Paulsboro Refinery employees are also committed to making a difference in their communities. Our employees volunteer with March of Dimes Walk for Life, American Red Cross blood drives, Gloucester County 4-H Fair, MDA Golf Tournament and Paulsboro community events. In addition, our employees host Bring your Child to Work Day, family picnics and holiday events for employees’ family members. Employees belong to USW Local 4-991 and, along with the company, support the United Way of Gloucester County and numerous other local non-profit organizations.
